A Guide to STF & RPSTA Roles

The Saskatchewan Teachers' Federation and the Regina Public School Teachers' Association have a number of different roles that interact within the RPSTA. This page contains descriptions of the various jobs that members hold, how they are selected and who they support.

STF School Staff Liaisons (SSLs)
School staff liaisons serve as a liaison between members and their professional organization. Liaison efforts are focused on encouraging each school staff to take the time to learn about the Saskatchewan Teachers’ Federation and the issues it is addressing on behalf of teachers. To support communication efforts in a predictable manner, the Federation sends out monthly mailings to all school staff liaisons to coordinate the distribution of material and resources. School staff liaisons are asked to share, post and, at times, discuss the information contained in each mailing with all members on staff. SSLs attend annual webinars and forums hosted by the STF.

SSLs are selected annually at the school level by staff.


Assembly of Schools Representatives (Assembly Reps)
These jobs are held by members who are school level leaders; they represent the school at monthly Assembly of Schools Meetings and report back to their school’s teachers. They provide broad strategic direction to the RPSTA and vote on major matters, including budget, resolutions to STF Council and more. Each school is allotted 1 Representatives for every 12 teachers or portion thereof at a school. Certain groups (including substitutes and band teachers) have additional spots provided. Usually these members meet on the first Monday of each month.

If necessary, these positions can be elected at the school level, though they are often filled by appointment in practice.

STF Councillors
Councillors take on a representative responsibility at the Local and Provincial level. Locally, these members are often members of several local committees. A key provincial responsibility is the "Resolutions Process"; Resolutions are the way that members can influence the direction of the STF & it's key services like the health plan, the pension plan and provincial negotiations. Councillors plan RPSTA's Mini-Council (where members provide feedback on STF Resolutions) or they help come up with Resolutions themselves by identifying issues and studying and proposing potential issues. They attend Fall and Spring STF Council in Saskatoon to represent RPSTA.

Councillors are elected yearly with 1 position held for Substitute teachers.

Executive STF Councillors
Executive Councillors take on a greater responsibility for the affairs of the RPSTA. As STF Councillors, they perform all of the regular duties of a Councillor, as described abov. Additionally, they meet about twice monthly to monitor budget, develop policy, plan events and run campaigns. They typically each run one or more committees. They might meet regularly with senior board staff & superintendents to express and advocate for teachers’ needs and on local issues. They are often the first point of contact for the STF and for members who are in need of support.

Executive Councillors are all elected for a period of up to 2 years.

     RPSTA Vice-President
   The RPSTA Vice-President supports the President of the RPSTA in completing their duties and assumes the role of the President in the event the President is unavailable or otherwise engaged. The Vice-President performs many of the same duties of that are expected of the President. The Vice-President is also a signing authority of the RPSTA. To perform this job, the President is provided up to a 50% secondment, funded by member fees, subject to approval by the Regina Public School Division.

The Vice-President is elected for a period of up to 2 years.


RPSTA President
  The RPSTA President manages the day-to-day operations of RPSTA. This is a demanding job that involves supporting member as they encounter challenging situations, managing the finances of the organization, and executing the strategic directions of the Executive. The President is an ex-officio member of every committee of the RPSTA and acts as the official spokesperson for the RPSTA when dealing with outside organizations (including media). They are also the primary point of contact for STF Executives and Administrative staff. They further the objectives of the STF by supporting provincial campaigns and initiatives. They are also the internal face of the organization and perform regular school and site visits. To perform this job, the President is provided a 100% secondment, funded by member fees.
